Partner mode 1.0 and privacy-first defaults

Partner mode 1.0 lands with E2E encryption, premium intimate sections, phase-aware tips, and push notifications. Sentry is off by default in GDPR regions, on-device AI runs faster, and partner notifications now speak each partner's language.
